Deputy Mayor Seguin, Coordinator of General Government Services, called meeting to order at 1:34 PM

Chair, Deputy Mayor Seguin, Coordinator of General Government Services, explained the general purpose of the meeting, which was to receive presentations from Municipal Staff on the 2021 Operating and Capital Budget Estimates. Deputy Mayor Seguin noted that Council may seek clarification by Staff on particular items of concern or interest and that the final budget will be reviewed and debated on January 21, 2021.

There were no declarations of pecuniary interests.

Brent Larmer, Municipal Clerk/Manager Legislative Services noted that notice was published in the local newspaper and posted on the Municipal Website www.cobourg.ca pursuant to the Town of Cobourg Public Notice Policy.

Laurie Wills, Director Public Works, provided an overview of the 2021 operating budget estimate and noting the revenues and expenses for the next fiscal year. L. Wills provided a summary of the operating budgets for roads and sewers, engineering, GIS, capital works, transit, parking and capital projects

Members of Council raised questions regarding the operational budget estimates for the Public Works Department, to which L. Wills responded.

Members of Council took a recess at 3:27 PM.

Members of Council returned and the meeting resumed at 3:38 PM. 

Laurie Wills, Director Public Works, and Bill Peeples, Manager of Environmental Services, provided background information and overview of the 2021 capital budget and operating budget estimate. B. Peeples and L. Wills spoke to  the water pollution control plant, waste water treatment plants and proposed projects. 

Members of Council raised questions regarding the operational budget estimates to which L. Wills and B. Peeples responded.

Mike Vilneff, Fire Chief, provided an overview of the 2021 capital budget items. M. Vilneff spoke to the operating budget highlights, emergency management, staffing and COVID related expenses.

Members of Council raised questions regarding the subject matter to which M. Vilneff responded.

Deputy Mayor Seguin, Chair, explained the next steps regarding the review and approvals of the 2021 Budget Deliberations noting the next 2021 Operating and Capital Budget Review Meetings will be on December 17, 2020.

Members of Council moved into Closed Session at 5:25 PM

Mike Vilneff, Fire Chief and Gene Thompson Deputy Chief, provided overview of the report.

Members of Council engaged in a discussion regarding the subject matter and raised questions. M. Vilneff, G. Thompson and Tracey Vaughan, Chief Administrative Officer, responded to questions arising out of the report.

Council moved into Open Session at 5:45 PM
