    THAT Council meet in Closed Session in accordance with Section 239 of the Municipal Act S.O. 2001 regarding:

Section 239 (2) (c) a proposed or pending acquisition or disposition of land by the municipality or local board regarding a proposed lease amending agreement at the Northam Industrial Park - Lucas Point Industrial Park Cobourg.
 

The Town of Cobourg respectfully acknowledges that we are located in the traditional and treaty territory of the Michi Saagiig (Mississauga) and Chippewa Nations, collectively known as the Williams Treaties First Nations, which include: Curve Lake, Hiawatha, Alderville, Scugog Island, Rama, Beausoleil, and Georgina Island First Nations.

The Town of Cobourg respectfully acknowledges that the Williams Treaties First Nations have been stewards and caretakers of these lands and waters, and that today remain vigilant over their health and integrity for generations to come. We are all Treaty people.

    THAT Council authorize the preparation of a by-law to be presented at a Regular Council Meeting to authorize the Mayor and the Municipal Clerk to execute an agreement with Her Majesty the Queen in Right of Ontario (as represented by the Minister of Transportation for the Province of Ontario) related to funding provided by the Province of Ontario to the Town of Cobourg under the Dedicated Gas Tax Funds for the Public Transportation Program.

  • Action Recommended:

    WHEREAS the Committee of the Whole has considered the 2021 Town of Cobourg Operating and Capital Budget recommendations as presented at the Committee of the Whole Budget Meeting held on January 21, 2021;

    NOW THEREFORE BE IT RESOLVED THAT Council approve the 2021 Capital Budget in the amount of $8,124,600.

    AND FURTHER THAT Council approve the 2021 Operating Budget with the Municipal Levy of $24,793,569 which represents a 0.4% increase over the 2020 Operating Budget and a (0.2)% net decrease after allowing for New Assessment Growth of 0.6%.

  • Action Recommended:

    WHEREAS the Committee of the Whole has considered the 2021 Town of Cobourg Environmental Services Budget recommendations as presented at the Committee of the Whole Budget Meeting held on January 21 and January 22, 2021;

    NOW THEREFORE BE IT RESOLVED THAT Council approve the 2021 Operating Budget for Environmental Services for the Town of Cobourg indicating Total Revenue of $6,543,750 and Total Expenditures of $4,091,724 resulting in a Net Operating Surplus of $2,452,026 which will be transferred to the Sewer Rates Reserve;

    AND FURTHER THAT Council approve the 2021 Capital Budget for Environmental Services for the Town of Cobourg in the amount of $7,663,900 as outlined on the summary report.

  • Action Recommended:

    THAT Council adopt By-law 007-2021, being a by-law to authorize the Mayor and Municipal Treasurer to execute on behalf of the Corporation a Lease Amending Agreement with Graphic Packaging International, LLC at Northam Industrial Park – Building 6 East, 740 Division Street, Cobourg.

  • Action Recommended:

    THAT Council adopt By-law 008-2021, being a by-law to authorize the Mayor and Municipal Clerk to execute on behalf of the Corporation an agreement with 2770583 Ontario Inc., King & Brook Inc., King & Brookeast Inc., Lakefront Utility Services Inc. and the Corporation of the Town of Cobourg for the development of a 971 m2 free-standing multi-unit commercial complex and associated driveway and parking facilities at 428-432 King St. East, Cobourg, ON, subject to the finalization of details by municipal staff and external review agencies.

  • Action Recommended:

    THAT Council adopt By-law 009-2021, being a by-law to re-zone the 0.84 ha (2.1 ac) parcel of land at 265-327 Elgin Street East from “Residential Type 3 (R3) Zone” to “Residential Type 4 Exception 32 Holding (R4-32-H) Zone” to permit a 40 unit, two-storey residential stacked townhouse development and associated accessory building, open space and parking.

    THAT Council adopt By-law 011-2021, being a by-law to authorize the Mayor and Municipal Clerk to execute an agreement with Her Majesty the Queen in Right of Ontario (as represented by the Minister of Transportation for the Province of Ontario) under the Dedicated Gas Tax Funds for the Public Transportation Program.

  • Action Recommended:

    THAT Council adopt By-law 012-2021, being a by-law to lift the One-Foot Reserves and to authorize the establishment and laying out of a Public Highway known municipally as Burwash Street, Cobourg.

  1. Bylaw 007-2021 being a by-law to enter into a Lease Amending Agreement with Graphic Packaging International, LLC and the Corporation of the Town of Cobourg - Northam Industrial Park– Building 6 East, Cobourg;
  2. Bylaw 008-2021 being a by-law to authorize the execution of a Development Agreement with 2770583 Ontario Inc., King & Brook Inc. & King & Brookeast Inc. (428-432 King St. East, Cobourg);
  3. Bylaw 009-2021 being a by-law to amend Zoning By-Law Number 085-2003 (265-327 Elgin Street East – Northumberland County Housing Corp);
  4. Bylaw 010-2021 being a by-law to enter into an Agreement for the 2021 Dedicated Gas Tax Funding; and
  5. Bylaw 012-2021 being a by-law to lift the One-Foot Reserves and to authorize the establishment and laying out of a Public Highway (Plan 390 Burwash Street, Cobourg).
  • Action Recommended:

    THAT leave be granted to introduce bylaws 007-2021 to 010-2021 and bylaw 012-2021 and to dispense with the reading of the bylaws by the Municipal Clerk and that the same be considered read and passed and that the Mayor and the Municipal Clerk sign the same and the Seal of the Corporation be thereto affixed.

    THAT leave be granted to introduce Bylaw 010-2020 and to dispense with the reading of the Bylaw by the Municipal Clerk to confirm the proceedings of Council of the Town of Cobourg at its Regular Council Meeting held on February 1, 2021 and the same be considered read and passed and that the Mayor and the Municipal Clerk sign the same and the Seal of the Corporation be thereto affixed.
