Please be advised that the Committee of the Whole Meeting will begin at 5:00 P.M. for Council to hold a Closed Session prior to the Open Session of Council which will begin at 6:00 P.M.

Notice - This Committee of the Whole Meeting will be held using a hybrid meeting model. Members of Council will have the choice to participate in-person in Council Chambers or to participate via Electronic Participation. All Members of Staff will be participating via electronic attendance and delegations will be heard via electronic participation. Please note that in-person attendance in Council Chambers by members of the public is still not permitted. The public may still view the Council meeting live via the Town of Cobourg live stream. The Town of Cobourg respectfully acknowledge that we are located in the traditional and treaty territory of the Michi Saagiig (Mississauga) and Chippewa Nations, collectively known as the Williams Treaties First Nations, which include: Curve Lake, Hiawatha, Alderville, Scugog Island, Rama, Beausoleil, and Georgina Island First Nations.

The Town of Cobourg respectfully acknowledge that the Williams Treaties First Nations have been stewards and caretakers of these lands and waters, and that today remain vigilant over their health and integrity for generations to come. We are all Treaty people.

  • Action Recommended:

    WHEREAS at the Committee of the Whole Meeting on October 4th, 2021, Council received the draft report on the Organizational Review from KPMG and directed the Chief Administrative Officer to prepare a report with recommendations from the Organizational Review findings to analyze and implement for 2022 and beyond to be brought forward to Council at the October 25th 2021, Committee of eth Whole Meeting; and

    FURTHER THAT Council receive this report from the Chief Administrative Officer for information purposes; and

    FURTHER THAT Council direct the Chief Administrative Officer to pursue the recommendations proposed by staff in Section #1) Staffing Adjustments, or provide alternative direction to the Chief Administrative Officer; and,

    FURTHER THAT Council direct the Chief Administrative Officer to pursue the recommendations proposed by staff in Section #2) Organizational Realignment as presented, or provide alternative direction to the Chief Administrative Officer; and,

    FURTHER THAT Council direct the Chief Administrative Officer to pursue the recommendations proposed by staff in Section #3) Enhancement to the Town’s policy environment to right-size decision making processes, and the Town’s operating processes and ways of working, or provide alternative direction to the Chief Administrative Officer; and

    FURTHER THAT Council direct staff to bring forward all items related to these Council approved recommendations to the 2022 Municipal budget.

  • Action Recommended:

    THAT Council receive the memo from the Treasurer/Director of Corporate Services for information purposes; and

    FURTHER THAT Council approve the recommendation of the Town's insurance broker and award the Comprehensive Insurance program to Marsh Canada Limited for the period from November 1, 2021 to November 1, 2022 in the amount of $674,065 which includes all applicable taxes.

  • Action Recommended:

    THAT Council receive the report from the Accessibility Coordinator for information purposes, and;

    FURTHER THAT Council approve another cohort of the “Women in Governance: Leadership and Mentoring Program” for the Town of Cobourg to run between March to August 2022 with an updated programming schedule, as outlined below, and;

    FURTHER THAT Council participate as both mentors and advisors to the participant through the programming, and;

    FURTHER THAT Council direct Staff to bring a report to Council after the completion of the 2022 program.

  • Action Recommended:

    THAT Council accept the report from the Accessibility Coordinator for information purposes, and;

    FURTHER THAT Council endorse the United Nations Declaration on the Rights of Indigenous Peoples as the framework for the Town to use in its on-going process of reconciliation with local First Nations and urban Indigenous peoples in Cobourg.

  • Action Recommended:

    THAT Council receive the report from the Accessibility Coordinator for information purposes, and;

    FURTHER THAT Council reduce the age of participation for all Town of Cobourg’s Advisory Committees of Council to fifteen (15) to coincide with the age listed in the Equity, Diversity, and Inclusion Advisory Committee of Council for the next Council Term, and;

    FURTHER THAT Council consider incorporating funding for further youth engagement in the 2022 Budget to raise awareness of opportunities for youth to participate.

  • Action Recommended:

    THAT Council receive the October 25, 2021 COVID-19 Verbal Update from the Chief Administrative Officer for information purposes.

  • Action Recommended:

    THAT Council receive the staff report and applications and refer to the Planning Department for a report; and,

    FURTHER THAT the notice requirements of the Planning Act, R.S.O. 1990, c.P.13, as amended, be implemented, including the scheduling of a Public Meeting.

  • Action Recommended:

    THAT Council receive this report for information purposes on the monitoring and potential mitigation planning for improved water quality; and

    FURTHER THAT Council direct staff to draft a water quality policy to be presented prior to summer 2022; and

    FURTHER THAT Council direct staff to include an accessible dock, E. coli DNA testing and expand yearly dredging to the 2022 budget for deliberations.

  • Action Recommended:

    THAT Council approve the bid of $79,360.00 plus non-refundable HST submitted by Cressman Tree Maintenance & Landscaping Ltd.

  • Action Recommended:

    THAT Council receive the October 25, 2021 Victoria Beach Report/Update from the Deputy Director of Community Services for information purposes.

  • Action Recommended:

    THAT Council receive the Staff Report regarding Short Term Rental Accommodations (STRAs) for information purposes; and

    FURTHER THAT Council direct Staff to report back to Municipal Council with the development of a licensing system to regulate Short-Term Rental Accommodations in the Town of Cobourg to be brought to Council for consideration; and

    FURTHER THAT the Town’s Zoning By-law be amended with provisions for Short Term Rental Accommodations; and

    FURTHER THAT Council direct Staff to engage the community and residents with a Short-Term Accommodation Survey to be posted on the Town’s Engage Cobourg Website to receive community engagement and feedback on STRAs; and

    FURTHER THAT Council direct Staff to schedule a Public Meeting to receive comments from members of the public and those currently operating Short Term Rental Accommodations to receive comments on the proposed regulations and the Draft By-laws.

  • Action Recommended:

    THAT Council receive the memo from the Secretary of the Accessibility Advisory Committee for information purposes recommending that the Town of Cobourg engage with the Abilities Centre to participate in the LEAD Project for Accessibility.

  • Action Recommended:

    THAT Council receive this report for information purposes; and

    FURTHER THAT Council provide approval for one of the following options:

    OPTION “A” THAT Council authorize Staff to proceed with the traditional Santa Claus Parade event to take place on December 4, 2021 in the evening, subject to the future Provincial Orders to be passed and subject to the finalization of details from Staff; OR

    OPTION “B” THAT Council authorize the revamped Santa Claus event planned under the current Provincial Orders which includes Santa Claus and his elves touring our community on their own private float in residential neighbourhoods to limit gatherings to take place on December 4, 2021 in the evening, subject to the finalization of details from Staff.

15.

The items listed in the order of the topics set out in the agenda of prior meetings which have not been disposed of by Council and the date of their first appearance on the agenda shall be noted and repeated on each subsequent agenda until disposed of by Council, unless removed from the agenda by leave of Council - Council Procedural By-law No. 009-2019.
