The Town of Cobourg respectfully acknowledges that we are located in the traditional and treaty territory of the Michi Saagiig (Mississauga) and Chippewa Nations, collectively known as the Williams Treaties First Nations, which include: Curve Lake, Hiawatha, Alderville, Scugog Island, Rama, Beausoleil, and Georgina Island First Nations.

    WHEREAS at the Committee of the Whole Meeting on May 31, 2021, Council considered a Notice from the Corporate Secretary, Town of Cobourg Holdings Inc., regarding the Town of Cobourg Holdings Inc. Shareholders Meeting Agenda for Tuesday July 13, 2021;

    NOW THEREFORE BE IT RESOLVED THAT Council authorize the Chief Administrative Officer who is delegated as the Shareholder representative to represent Municipal Council to support the proposed resolutions as presented in the Shareholders Meeting Agenda.

    WHEREAS at the Committee of the Whole Meeting on May 31, 2021, Council considered a Memo from the Treasurer/Director of Corporate Services regarding the Cobourg Public Library Memorandum of Understanding;

    NOW THEREFORE BE IT RESOLVED THAT Council authorize the Chief Administrative Officer to execute the MOU with the Cobourg Public Library.

    WHEREAS at the Committee of the Whole Meeting on May 31, 2021, Council considered a Memo from the Recording Secretary, Cobourg Heritage Advisory Committee, regarding the Heritage Loan - 216 King Street West, Cobourg;

    NOW THEREFORE BE IT RESOLVED THAT Council support the advancing of the heritage loan to the property owner Adrian Pepper at 216 King Street West, Cobourg.

  • Action Recommended:

    WHEREAS at the Committee of the Whole Meeting on May 31, 2021, Council considered a Memo from the Director of Planning and Development, regarding a Draft Plan Approval Extension (Phase 1) – Villages of Central Park (Cobourg East Community);

    NOW THEREFORE BE IT RESOLVED THAT Council approve the request by The Planning Partnership on behalf of Tribute (Cobourg) Limited for a two (2) year extension to draft plan approval and associated conditions for Phase 1 of the Villages of Central Park subdivision generally located on the north side of Elgin Street East at Brook Road North, Cobourg, with a new expiry date of July 23, 2023.

    WHEREAS at the Committee of the Whole Meeting on May 31, 2021, Council considered a Memo from the Recording Secretary, Planning and Development Advisory Committee, regarding the Municipal Land Inventory internal ad-hoc working group;

    NOW THEREFORE BE IT RESOLVED THAT Council appoint Planning and Development Advisory Committee member, Frieder Aldinger, and Parks and Recreation Advisory Committee Member Miriam Mutton to the Municipal Land Inventory internal ad-hoc working group.

    WHEREAS at the Committee of the Whole Meeting on May 31, 2021, Council considered a Memo from the Manager, Environmental Services, regarding the Award of the SBR Expansion Contract CO-20-12 at Water Pollution Control Plant #2;

    NOW THEREFORE BE IT RESOLVED THAT Council approve the bid submitted by HIRA General Contractors for the Sequence Batch Reactor (SBR) Expansion Project at Water Pollution Control Plant #2 in the amount of $6,054,300.00 plus applicable HST to be funded by the approved Environmental Services Capital Budget

    WHEREAS at the Committee of the Whole Meeting on May 31, 2021, Council considered a Memo from the Chief Building Official, Building Department, regarding the Request for an Exemption to the Sign By-law – Rotary Club of Cobourg – COVID-19 Vaccination Lawn Signs;

    NOW THEREFORE BE IT RESOLVED THAT Council approve the Rotary Club of Cobourg’s request for an exemption to Sign By-law 96-2012 as amended to allow Cobourg residents to place 16” X 24” Rotary Club COVID-19 vaccination lawn signs on their private property to show the community that they have received their vaccination, with an expiry date of October 1, 2021; and

    FURTHER THAT Council’s exemption approval is conditional on the Rotary Club of Cobourg ensuring that the lawn signs are removed from private properties in the Town of Cobourg following the aforementioned expiry date.

    THAT Council adopt By-law 040-2021, being a by-law to designate the property known Municipally as 586 Osler Court, Cobourg (Formerly 589 King Street West) as being of Cultural Heritage Value or Interest in the Town of Cobourg.

    THAT Council adopt By-law 041-2021, being a by-law to authorize the Mayor and Municipal Clerk to execute a Development Agreement with 2759655 Ontario Ltd. for the proposed Residential Treatment Centre located at 420 Division Street, Cobourg, subject to the finalization of details by municipal staff and external agencies.

    THAT Council adopt By-law No. 042-2021, being  a by-law to amend Zoning By-law 85-2003, by changing the zone category of the lands known as 420 Division Street from “District Commercial Exception 29 Holding [DC-29(H)]” to “District Commercial Exception 29 (DC-29)”.

    THAT Council adopt By-law 043-2021, being a by-law to authorize the Mayor and Municipal Clerk to execute a Development Agreement with Tribute (Cobourg) Limited and Lakefront Utility Services Inc. for the construction of a proposed temporary Sales Centre located on the north side of Elgin Street East, east of Brook Road North, Cobourg, subject to the finalization of details by municipal staff and external agencies.

  • Action Recommended:

    THAT Council adopt By-law 044-2021, being a by-law to authorize the Mayor and Municipal Clerk to enter into a Site Alteration Agreement with Tribute (Cobourg) Limited to address all relevant municipal and agency requirements associated with the Stage 2 site alteration and earthworks program on the Villages of Central Park development site generally located at Brook Road North and Elgin Street East, Cobourg, subject to the finalization of details by municipal staff and partner review agencies.

  • Action Recommended:

    THAT Council adopt By-law No. 045-2021, being a by-law to amend Zoning By-law 85-2003  by changing the zone category of a portion of the lands dedicated for Temporary Sales Centre from “Cobourg East Mixed Use Holding [CEMU(H)]” to “Cobourg East Mixed Use (CEMU)” as illustrated on Figure 1 attached hereto to by-law.

  • Action Recommended:

    THAT Council adopt By-law No. 46-2021, being a by-law to provide for the making of a loan to Adrian Pepper for property located at 216 King Street West, Cobourg, designated within a heritage conservation district under Part V of the Ontario Heritage Act.

    THAT Council adopt By-law 047-2021, being a by-law to amend By-Law Number 080-2014, being a by-law to Regulate the Parking of Motor Vehicles in the Town of Cobourg, to apply No Parking restrictions on the West side of Henderson Drive for a one (1) Year Trial period from the date of passing.

    THAT Council adopt By-law 048-2021, being a by-law to adopt the revised fees and charges of the Community Services Division, Waterfront Operations as outlined in Schedule 'A' of the by-law.

  3. By-law No. 044-2021, being a by-law to execute a Site Alteration Agreement with Tribute Ltd on the Villages of Central Park Development Site;
  4. By-law No. 045-21, being a by-law to amend Zoning By-law 85-2003 for the Temporary Sales Centre - north east corner of Eglin Street East and Brook Road North;
  5. By-law No.46-2021, being a by-law to enter into a Heritage Loan Agreement with the owner of 216 King Street West, Cobourg;
  6. By-law No. 047-2021, being a by-law to amend the Town of Cobourg Parking By-law 080-2014 - Henderson Drive No Parking; and
  7. By-law No. 048-2021, a by-law to amend By-law 046-2019, being a by-law to amend the Fees and Charges By-law , Community Services Division 2021 Fees and Charges Schedule.

    THAT leave be granted to introduce bylaw 040-2021 and 043-2021 to 048-2021 and to dispense with the reading of the bylaws by the Municipal Clerk and that the same be considered read and passed and that the Mayor and the Municipal Clerk sign the same and the Seal of the Corporation be thereto affixed.
