Deputy Mayor Seguin, Coordinator of General Government Services, called the meeting to order at 1:32 PM

Chair, Deputy Mayor Seguin, Coordinator of General Government Services, explained the general purpose of the meeting, which was to receive presentations from Municipal Staff on the 2021 Operating and Capital Budget Estimates. Deputy Mayor Seguin noted that Council may seek clarification by Staff on particular items of concern or interest and that the final budget will be reviewed and debated on January 21, 2021.

  • Councillor Brian Darling declared a conflict on this item. (Councillor Darling declared a conflict with item 5.1. as his daughter is the Executing Assistant for Cobourg Police Services Board.)

Brent Larmer, Municipal Clerk/Manager Legislative Services noted that notice was published in the local newspaper and posted on the Municipal Website www.cobourg.ca pursuant to the Town of Cobourg Public Notice Policy.

Paul VandeGraaf, Chief of Police, Cobourg Police Services, and Dean Pepper, Chair, Cobourg Police Services Board, provided an overview of the 2021 operating budget estimate and noted concerns with the managing of WSIB claims. P. VanderGraaf and D. Pepper spoke to WSIB policies, challenges, local perspectives, service impacts and the budget increase for the 2021 fiscal year..

Members of Council raised questions regarding the report to which P. VandeGraaf and D. Pepper responded.

Council moved into Closed Session at 2 PM .

Paul VandeGraaf, Chief of Police, Cobourg Police Services, provided an overview of the subject matter.

Members of Council raised questions regarding the subject matter to which P. VandeGraaf responded.

Council moved into Open Session at 2:25 PM.

Councillor Beatty and Councillor Burchat joined the meeting at 2:26 PM.

Teresa Behan, Deputy Director of Community Services, provided background information of the Community Services department and an overview of the 2021 operating and capital budget. T. Behan spoke to the 2021 challenges,  predicted revenue loss, capital projects, the impact of COVID-19 on operations and staffing.

Members of Council raised questions regarding the 2021 operating and capital budget for Community Services. 

T. Behan, Rory Quigley, Manager, Parks, Julie Behan- Jones Assistant Manager of Waterfront Operations, and Kara Euale, Manager, Marketing and Events, responded to questions arising from the report.

Deputy Mayor Seguin, Chair, explained the next steps regarding the review and approvals of the 2021 Budget Deliberations noting the final budget will be reviewed and debated on January 21, 2021.
