His Worship Mayor Cleveland called the Meeting to Order at 6:02 P.M.

There were no additions to the agenda

There were no Declarations of Pecuniary Interest Declared by Members of Council.

P. Wiggans raised concerns with the Parking By-law as it relates to prohibited parking on cul-de-sac, wide corners, and some streets during the winter season. P. Wiggans noted citizens are having difficulty finding places to park in the area. P. Wiggans requested Council amend the Parking By-law to address the issues. 

P. Wiggans was dismissed at 6:13 PM

    THAT the delegation from Paige Wiggans regarding Winter Parking Restrictions in the Town of Cobourg, be received for information purposes.

J. Heslinga, Senior Financial Analyst, provided an overview of the findings of the 2021 Financial Statements, and highlighted the Consolidated Statements . J. Heslinga noted the statements were reviewed by the Town's Audit Committee and audited by KPMG.

Lori Huber and Caitlyn Cox of KPMG were present and provided a high level overview of the topics and interest as it relates to the financial statements. It was noted there was no significant findings of the financial statements.

    THAT Council receive the draft audited financial statements for the year ended December 31, 2021; and 

    FURTHER THAT Council approve the 2021 Consolidated Financial Statements of the Corporation of the Town of Cobourg be adopted and approved at the regular council meeting on January 16th, 2023; and

    FURTHER THAT a notice be published on the municipal website advising that the Consolidated Financial Statements for the Corporation of the Town of Cobourg for the year ended December 31, 2021 have been posted to the municipal website in accordance with Section 295 of the Municipal Act, 2001.

I. Davey provided an overview of the current budget progress and noted additional time is required to prepare for  the 2023 Budget before Divisional Presentations are made to Council. 

The following is the proposed revised 2023 Budget Meeting schedule:

  • Community Grants Presentations and  Public Submissions Meeting  -  January 23 at 5 p.m.
  • Divisional Budget Meetings - January 25 and 26 at 1 p.m.
  • Draft Budget Released   - January 30    
  • Special Council Budget Session - February 7 at  10 a.m. (February 9 if needed)   .
  • Final Budget Approval - February 27    6 p.m.

    THAT Council receive the verbal update from the Treasurer/Director of Corporate Services for information purposes; and 

    FURTHER THAT Council approve the revised 2023 Budget Meeting schedule.

    THAT Council receive this report for information purposes to address unfinished and referred business items from the outgoing term of Council; and

    FURTHER THAT Council direct items to Municipal Staff for further comment or review as necessary to decide to approve or to dispose of the unfinished or referred business items from the outgoing term of Council to remain on Councils Agendas; and

    FURTHER THAT Council direct the Staff to include a review and report on the Unfinished Business Item listing that appears on every Council Meeting Agenda as part of the Municipal Governance Review.
