Chair, Minnie de Jong, called the Meeting to Order at 2:01 P.M.

Chair, Minnie de Jong, recited the Traditional Land Acknowledgement statement.

Councillor Adam Bureau advised Dale Randall has resigned from the Committee.

The SCCAC engaged in a discussion regarding Cobourg's Climate Action Plan prepared by Judy Smith, Environmental Officer, Northumberland County. Members spoke to how the committee could assist with having targets and actions implemented expeditiously.  Members provided comment and raised questions regarding the Climate Action initiatives as outlined in the plan, to which J. Smith responded.  

Chair, Minnie de Jong, spoke to the presentations to be made to the Planning and Development Committee (PDAC) and the Parks and Recreation Advisory Committee (PRAC). M. de Jong noted the minor changes made to the PDAC presentation that will take place on February 2, 2021. M. de Jong noted that Members, Warren McCarthy and John Vickers will be presenting to PRAC on February 2, 2021. 

SCCAC Members engaged in a discussion regarding the next committee(s) for which to prepare presentations and the SCCAC Committee members to prepare the draft presentation(s) for review at the Feb 3, 2021 SCCAC meeting. Members, Warren McCarthy and Anthony Pitts, agreed to present to the Transportation Advisory Committee (TAC) in February. 

SCCAC members engaged in a discussion regarding the proposed revisions to the Terms of Reference.

    WHEREAS the Sustainability and Climate Change Advisory Committee (SCCAC) has reviewed their Terms of Reference; and

    WHEREAS the SCCAC feels that it could benefit from having advisors as SCCAC representatives from specific organizations or institutions, and/or an expert on climate emergency and adaptation strategies;

    • NOW THEREFORE BE IT RESOLVED that Council approve the following changes to the Terms of Reference for the SCCAC, namely that:
    • A representative from Ganaraska Regional Conservation Authority be approved as a member of the SCCAC, in the role of an advisor, with no vote; and that
    • A representative from Sustainable Cobourg, chosen by Sustainable Cobourg, be approved as a member of the SCCAC, in the role of an advisor, with vote; and that
    • Two student representatives from Cobourg Collegiate Institute (CCI) and/or St. Mary’s be approved as a member(s) of the SCCAC, in the role of an advisor, with vote; and that
    • An optional outside expert who is deemed helpful in formulating recommendations on sustainability/climate change matters, as determined by the SCCAC, be approved as a member of the SCCAC, in the role of an advisor, with no vote.

SCCAC members engaged in a discussion regarding the next steps and actions for the SCCAC work plan. Members provided suggestions on the initiatives the committee should undertake. Members agreed to review and provide suggestions prior to the distribution of the February 3, 2021 agenda. 

Krystal Christopher, Deputy Clerk/ Secretary, advised she will report back to the committee on the next steps.

John Vickers, Member, spoke to federal/provincial grant programs and funding available to assist with climate change and sustainability initiatives.
