Please be advised that the Committee of the Whole Council Meeting will begin at 3:00 P.M. for Council to hold a Closed Session prior to the Open Session of Council which will begin at 4:00 P.M. The Town of Cobourg Municipal Council is now in it Summer Session and Meetings in July and August will be held at 4:00 P.M. until September 2022. 

 

Notice - This Committee of the Whole Meeting will be held using a hybrid meeting model. Members of Council and Municipal Staff will have the choice to participate in-person in Council Chambers or to participate via Electronic Participation. Please note that the public is now able to return to in-person attendance in Council Chambers. In addition, the public may still view the Council meeting live via the Town of Cobourg live stream.     THAT Council meet in Closed Session in accordance with Section 239 of the Municipal Act S.O. 2001 regarding:

The Town of Cobourg respectfully acknowledge that we are located in the traditional and treaty territory of the Michi Saagiig (Mississauga) and Chippewa Nations, collectively known as the Williams Treaties First Nations, which include: Curve Lake, Hiawatha, Alderville, Scugog Island, Rama, Beausoleil, and Georgina Island First Nations.

The Town of Cobourg respectfully acknowledge that the Williams Treaties First Nations have been stewards and caretakers of these lands and waters, and that today remain vigilant over their health and integrity for generations to come. We are all Treaty people.

  • Action Recommended:

    THAT the Staff Report for information purposes; and

    FURTHER THAT Council authorize the preparation of a By-Law to be presented at a Regular Council Meeting to authorize the Mayor and Municipal Clerk to execute a Development Agreement with 2452446 Ontario Inc., TD Bank - South East Ontario Commercial Bank and Lakefront Utilities Services Inc. for the proposed addition on the north side of existing building (We-Fix-U) at 727 & 737 William Street, Cobourg, subject to finalization of details by municipal staff and partner review agencies.

  • Action Recommended:

    THAT Council receive the Staff Report for Information purposes; and

    FURTHER THAT Council authorize the preparation of a by-law to be presented at a Regular Council Meeting to authorize the Mayor and Municipal Clerk to execute a Development Agreement with Brock Street Holding Ltd., and Lakefront Utilities Services Inc. for the proposed phased industrial development at 156 Willmott Street, Cobourg, subject to finalization of technical details by municipal staff and partner review agencies.

  • Action Recommended:

    THAT the receive the Staff Report for information purposes; and

    THAT Council authorize the preparation of a By-law, to be presented at a Regular Council Meeting to authorize the Mayor and Municipal Clerk to execute a Development Agreement with Dodger Investments Inc. and Lakefront Utilities Services Inc, for a new 1,114 sq m (11,997 sq ft) single storey light industrial/office building and a 952 sq m (10,243 sq ft) single storey light industrial/office building, all at 560 Thompson Street, Cobourg subject to the finalization of details by municipal staff and applicable agencies.

  • Action Recommended:

    THAT Council receive the Staff Report for information purposes; and

    FURTHER THAT Council approve the revised budget for the Sequence Batch Reactor in the amount of $7,400,000 including non-refundable HST to be funded from the sanitary sewer reserve fund and reimbursed by the revenue generated from the treatment of leachate and septage.

  • Action Recommended:

    THAT Council receive the Staff Report for information purposes; and

    FURTHER THAT Council award contract WC2022-016, being the Various Watermain and Sanitary Sewer Improvements Tender to Behan Construction Limited for the Town’s contribution to the project in the amount of $326,675.08 excluding HST to be funded by the sanitary sewer reserve fund.

  • Action Recommended:

    THAT Council receive this report for information purposes; and

    FURTHER THAT Council direct staff to solicit detailed business plans from the Canadian Fire Fighter’s Museum and Top Prize Events; and

    FURTHER THAT staff bring back a report following the business plan review with a facility use recommendation to the September 26, 2022 Committee of the Whole meeting; and

    FURTHER THAT the Cobourg Police Service continue to be allowed occasional free use of the Memorial Area for training purposes, as long as such use remains within budgeted operations, until a new use for the building is approved; and

    FURTHER THAT the Memorial Arena Ad Hoc Committee be thanked for their service; and

    FURTHER THAT Bylaw 072-2021, A Bylaw to Amend By-law No. 008-2019 be rescinded recognizing its purpose has been fulfilled.

  • Action Recommended:

    THAT Council receive the Staff Report for information purposes; and


    FURTHER THAT Council review the three (3) options presented and provide direction to staff for action accordingly:

    OPTION 1- THAT Council direct Staff to suspend enforcement of the Zoning By-law in this particular instance or grant a longer extension of the Notice;

    OR

    OPTION 2 - Council permit backyard chickens and authorize Staff to introduce regulation through amendment to the Zoning By-law and Animal Control By-law;

    OR

    OPTION 3 - Status Quo – THAT Council continues to support that resident’s must comply with existing municipal standards established by the Town’s by-laws (Zoning By-law) and applicable provincial legislation employing the most efficient and effective means.

The items listed in the order of the topics set out in the agenda of prior meetings which have not been disposed of by Council and the date of their first appearance on the agenda shall be noted and repeated on each subsequent agenda until disposed of by Council, unless removed from the agenda by leave of Council - Council Procedural By-law No. 009-2019.
