Please be advised that the Committee of the Whole Council Meeting will begin at 3:00 P.M. for Council to hold a Closed Session prior to the Open Session of Council which will begin at 4:00 P.M. The Town of Cobourg Municipal Council is now in it Summer Session and Meetings in July and August will be held at 4:00 P.M. until September 2022. 

 

Notice - This Committee of the Whole Meeting will be held using a hybrid meeting model. Members of Council and Municipal Staff will have the choice to participate in-person in Council Chambers or to participate via Electronic Participation. Please note that the public is now able to return to in-person attendance in Council Chambers. In addition, the public may still view the Council meeting live via the Town of Cobourg live stream. GENERAL GOVERNMENT SERVICES

9.2

Memo from the Treasurer/Director of Corporate Services, regarding the 36 Queen Street, Cobourg Sale to Queensview Garden Inc.

• Action Recommended:

  THAT Council receive this report for information purposes; and

  FURTHER THAT Council provide direction to staff and our solicitor to proceed with an extension agreement with the purchaser to allow this transaction to proceed with a closing date of June 30, 2024.

Memo from the Manager of Human Resources, regarding the adoption of terms for the Negotiated Collective Bargaining Agreement and Non-Union Alignment.

• Action Recommended:

  THAT Council adopt the terms of the negotiated Collective Bargaining Agreement as amended through negotiations between the Town of Cobourg and the Canadian Union of Public Employees (CUPE) Local 25, effective January 1, 2022 – December 31, 2024; and

  FURTHER THAT Council adopt the terms of the negotiated Collective Bargaining Agreement as amended through negotiations between the Town of Cobourg and the Canadian Union of Public Employees (CUPE) Local 25 (Crossing Guards) effective January 1, 2022 – December 31, 2024; and

  FURTHER THAT Council provide a Non-Union/Management wage increase that aligns with CUPE and shall reflect a 3% wage increase each year over the next three (3) years.

PLANNING AND DEVELOPMENT SERVICES

10.4

Memo from the Secretary of the Cobourg Heritage Advisory Committee regarding Heritage Permit Approval for 135 Bagot Street, Cobourg (HP-2022-030).

• Action Recommended:

  THAT Council receive the memo from the Cobourg Heritage Advisory Committee for information purposes, and approve and grant Heritage Permit Application HP-2022-030, submitted by Robert and Maria–Eugenia Cairns, for the front uncovered porch reconstruction at 135 Bagot Street, Cobourg,  subject to the finalization of details by staff.

Memo from the Secretary of the Cobourg Heritage Advisory Committee, regarding Heritage Permit Approval for 308 Henry Street, Cobourg (HP-2022-029).

• Action Recommended:

  THAT Council receive the memo from the Cobourg Heritage Advisory Committee for information purposes, and approve and grant Heritage Permit Application HP-2022-029, submitted by Loren Macklin and Mike Kitchen to permit the construction of an accessory detached pool at 308 Henry Street, Cobourg, subject to the finalization of details by Planning and Heritage and staff.

Memo from the Recording Secretary, Cobourg Heritage Advisory Committee regarding 18 King Street HP-2022-014

(Referred from the June 20, 2022 Committee of the Whole Meeting.)

• Action Recommended:

  THAT Council receive the memo from the Cobourg Heritage Advisory Committee for information purposes, and approve and grant Heritage Permit Application HP-2022-014, submitted and revised by Alonim Apartments Inc. for window alterations to the existing mixed-use building at 18 King Street East, cobourg, subject to the finalization of details with Planning and Heritage Staff.

PROTECTION SERVICES

13.2

Memo from the Director, Legislative Services/Municipal Clerk, regarding the Town of Cobourg By-law Enforcement Department Body-Worn Camera partnership with Cobourg Police Service.

• Action Recommended:

  THAT Council receive the report for information purposes; and

  FURTHER THAT Council endorse the Town of Cobourg By-law Enforcement Department to equip Cobourg Municipal Law Enforcement Officers with Body-Worn Cameras in partnership with the Cobourg Police Service; and

  FURTHER THAT Council approve the expenditure of a Body-Worn Camera Program with AXON Public Safety Canada through the Cobourg Police Body-worn Camera Program for a five (5) year agreement in the amount of $19,537.00 excluding HST to be paid annually in the amount of $3,907.40 for the Municipal Law Enforcement Department for three (3) full-time Officers in partnership with the Cobourg Police Body-Worn Camera Program and that Council approve $3,907.40 to be funded through the Parking Reserve account to pay for the 2022 unbudgeted cost of this program; and

  FURTHER THAT Council authorize the preparation of a Body-Worn Camera Policy for the Town of Cobourg to be approved by Municipal Council prior to the roll out of the Body-Worn Cameras by Municipal Law Enforcement Officers.

14.2

Memo from the Secretary of the Sustainability and Climate Emergency Advisory Committee regarding a recommendation on supporting removal of barriers to Urban Agriculture in the Town of Cobourg.

• Action Recommended:

  THAT Council receive the memo from the Sustainability and Climate Emergency Advisory Committee, recommending Council support on investigation on the removal of barriers to Urban Agriculture in the Town of Cobourg.
