    THAT Council adopt the terms of the negotiated Collective Bargaining Agreement as amended through negotiations between the Town of Cobourg and the Canadian Union of Public Employees (CUPE) Local 25, effective January 1, 2022 – December 31, 2024; and

    FURTHER THAT Council adopt the terms of the negotiated Collective Bargaining Agreement as amended through negotiations between the Town of Cobourg and the Canadian Union of Public Employees (CUPE) Local 25 (Crossing Guards) effective January 1, 2022 – December 31, 2024; which reflects a 3% wage increase each year over the next three (3) years; and

    FURTHER THAT Council approve a Non-Union/Management wage increase of 3% for 2022 and that the Non-Unionized Compensation Policy currently being reviewed by the Corporate Policy Team be approved prior to discussing the Non-Union/Management wage increase for 2023 and 2024 at the Committee of the Whole Meeting on August 15, 2022.

    THAT Council adopt the terms of the negotiated Collective Bargaining Agreement as amended through negotiations between the Town of Cobourg and the Canadian Union of Public Employees (CUPE) Local 25, effective January 1, 2022 – December 31, 2024; and

    FURTHER THAT Council adopt the terms of the negotiated Collective Bargaining Agreement as amended through negotiations between the Town of Cobourg and the Canadian Union of Public Employees (CUPE) Local 25 (Crossing Guards) effective January 1, 2022 – December 31, 2024; and

    FURTHER THAT Council provide a Non-Union/Management wage increase that aligns with CUPE and shall reflect a 3% wage increase each year over the next three (3) years.

    FURTHER THAT staff bring back a report following the business plan review with a facility use recommendation to the September 26, 2022 Committee of the Whole meeting; and

    FURTHER THAT the Cobourg Police Service continue to be allowed occasional free use of the Memorial Area for training purposes, as long as such use remains within budgeted operations, until a new use for the building is approved; and

    FURTHER THAT the Memorial Arena Ad Hoc Committee be thanked for their service; and

    FURTHER THAT Bylaw 072-2021, A Bylaw to Amend By-law No. 008-2019 be rescinded recognizing its purpose has been fulfilled.

    That the Main Motion wording be deleted and the following wording inserted:

    THAT Council receive this report for information purposes; and

    FURTHER THAT Council direct staff to work with the County of Northumberland Community and Social Services to see if this building could be utilized to assist with the Issue of homelessness within the Town of Cobourg; and

    FURTHER THAT if the building cannot be used to assist with the issue of homelessness, staff is to solicit detailed business plans from the Canadian Fire Fighter’s Museum and Top Prize Events; and bring back a report following the business plan review with a facility use recommendation to a future Committee of the Whole meeting; and

    FURTHER THAT the Cobourg Police Service continue to be allowed occasional free use of the Memorial Area for training purposes, as long as such use remains within budgeted operations, until a new use for the building is approved; and

    FURTHER THAT Council endorse the Town of Cobourg By-law Enforcement Department to equip Cobourg Municipal Law Enforcement Officers with Body-Worn Cameras in partnership with the Cobourg Police Service; and

    FURTHER THAT Council approve the expenditure of a Body-Worn Camera Program with AXON Public Safety Canada through the Cobourg Police Body-worn Camera Program for a five (5) year agreement in the amount of $19,537.00 excluding HST to be paid in the amount of $3,907.40 annually for the Municipal Law Enforcement Department for three (3) full-time Officers in partnership with the Cobourg Police Body-Worn Camera Program and that Council approve $3,907.40 to be funded through the Parking Reserve account to pay for the 2022 unbudgeted cost of this program; and

    FURTHER THAT Council authorize the preparation of a Body-Worn Camera Policy for the Town of Cobourg to be approved by Municipal Council prior to the roll out of the Body-Worn Cameras by Municipal Law Enforcement Officers.
