CALL TO ORDER

His Worship Mayor Henderson called the Meeting to Order at 5:01 PM.

Section 239 (2) (c) a proposed or pending acquisition or disposition of land by the municipality or local board regarding a proposed lease amending agreement at the Northam Industrial Park - Lucas Point Industrial Park Cobourg.

Melissa Graham, Small Business Facilitator, provided an overview of the report. Members of Council raised clarification questions regarding the subject matter. Ms. Graham, Glenn McGlashon, Director of Planning and Development, Ian Davey, Treasurer/Director Corporate Services and Rolf Renz, Templeman LLP, responded to questions arising from the report.

  THAT Council direct Municipal Staff to pursue OPTION 2 as outlined within the Staff Report:

  OPTION 2: Postpone the repurchase clause of the agreement to any mortgage arranged by the Purchaser, with an arm’s length lender for the purpose of financing construction of the building contemplated by this agreement.

PRESENTATIONS

8.1

Pacific Western Transportation (PWT) and RideCo, regarding On Demand Transit.

Nicole Harvey, RideCo and John Neamtzu, PWT, provided background information and overview of the on-demand transit software and solution, RideCo. Ms. Harvey spoke to accessibility and booking, rider experience, project timeline, the projects scope in relation to the town wide on-demand service and expected service improvements. To conclude, Ms. Harvey provided a product demonstration for Council.

After a question and answer period, N. Harvey and J. Neamtzu were dismissed at 6:50 PM

DELEGATIONS

9.1

Sharon Teves, Cobourg Resident, regarding Parking Concerns on Henderson Drive, Cobourg

Brent Larmer, Municipal Clerk/Manager, Legislative Services, spoke to the written submission received by residents regarding parking concerns in West Park Village.

Members of Council engaged in a discussion regarding on-street parking regulations and raised questions.

Laurie Wills ,Director of Public Works, responded to questions raised by Council.

  THAT Council authorize the preparation of a by-law to be presented at a Regular Council Meeting to authorize the Mayor and the Municipal Clerk to execute an agreement with Her Majesty the Queen in Right of Ontario (as represented by the Minister of Transportation for the Province of Ontario) related to funding provided by the Province of Ontario to the Town of Cobourg under the Dedicated Gas Tax Funds for the Public Transportation Program.

  WHEREAS the Committee of the Whole has considered the 2021 Town of Cobourg Operating and Capital Budget recommendations as presented at the Committee of the Whole Budget Meeting held on January 21, 2021;

  NOW THEREFORE BE IT RESOLVED THAT Council approve the 2021 Capital Budget in the amount of $8,124,600.

  AND FURTHER THAT Council approve the 2021 Operating Budget with the Municipal Levy of $24,793,569 which represents a 0.4% increase over the 2020 Operating Budget and a (0.2)% net decrease after allowing for New Assessment Growth of 0.6%.

  WHEREAS the Flag pole at the Cobourg Public Library is damaged and the placement is not in a good location and

  WHEREAS the cost of replacing and changing the location of the pole would have a cost of $6000.00 and can be taken out of the outside maintenance budget and

  WHEREAS having the Canadian Flag flying at the Library is a sign of respect for all Canadians and

  NOW THERE FOR IT BE RESOLVED that council approve the replacement costs of the flag and flag pole at the Cobourg public Library at a cost of $6000,00

  WHEREAS the Committee of the Whole has considered the 2021 Town of Cobourg Environmental Services Budget recommendations as presented at the Committee of the Whole Budget Meeting held on January 21 and January 22, 2021;

  NOW THEREFORE BE IT RESOLVED THAT Council approve the 2021 Operating Budget for Environmental Services for the Town of Cobourg indicating Total Revenue of $6,543,750 and Total Expenditures of $4,091,724 resulting in a Net Operating Surplus of $2,452,026 which will be transferred to the Sewer Rates Reserve;

  AND FURTHER THAT Council approve the 2021 Capital Budget for Environmental Services for the Town of Cobourg in the amount of $7,663,900 as outlined on the summary report.

  THAT Council adopt By-law 008-2021, being a by-law to authorize the Mayor and Municipal Clerk to execute on behalf of the Corporation an agreement with 2770583 Ontario Inc., King & Brook Inc., King & Brookeast Inc., Lakefront Utility Services Inc. and the Corporation of the Town of Cobourg for the development of a 971 m2 free-standing multi-unit commercial complex and associated driveway and parking facilities at 428-432 King St. East, Cobourg, ON, subject to the finalization of details by municipal staff and external review agencies.
