Deputy Mayor Beatty called the meeting to order at 5:05 PM

Deputy Mayor Beatty recited the Traditional Land Acknowledgment Statement

Deputy Mayor Beatty explained the general purpose of the meeting, which was to receive verbal presentations from those organizations and groups who have submitted a Municipal Community Grant Application for the 2023 Town of Cobourg Municipal Operating Budget, and to receive suggestions and budget submissions from Cobourg Residents that will help inform the Town of Cobourg Council of their priorities for programs and services for the upcoming budget year in advance of the 2023 Budget deliberations

(Item 9.1) Councillor Randy Barber declared a conflict as he is on the board for the Cobourg Historical Society 
(Item 9.3) Councillor Bureau declared a conflict as he is a member of the Ecology Garden  
(Item 9.4) Deputy Mayor Nicole Beatty declared a conflict as she will be joining Cobourg Toastmasters 
(Item 9.5) Councillor Randy Barber declared a conflict as he participated in the Church fundraiser. 
(Item 9.8) Deputy Mayor Nicole Beatty declared a conflict as she is a member of the Cobourg Lawn Bowling Club

Brent Larmer, Municipal Clerk, advised that notice for the Municipal Community Grants, Public Budget Submissions and the 2023 Budget Schedule was published in the local newspaper, posted on the Municipal Website www.cobourg.ca pursuant to the Town of Cobourg Public Notice Policy. It was further noted that applicants for the Municipal Community Grants were also advised individually, and as this process is pursuant to the Town of Cobourg Municipal Community Grants Policy.

Kara Euale, Communications Manager, provided an overview of the public engagement survey results and spoke to the feedback received by residents.

J. Percolides spoke to the need for an additional dog park in Cobourg, noting that the current dog park is not in a convenient location. J. Percolides suggested a secondary, smaller dog park be located within Donegan Park.

After a question and answer period, J. Percolides was dismissed at 5:37 PM

There were no submissions received by the public 

Ian Davey, Treasurer/ Director of Corporate Services, noted there is no differentiation between in-kind and monetary grant request as listed in the 2023 Municipal Grant Request Tracking Sheet.

Leona Woods, Cobourg and District Historical Society,  provided an overview of the grant application and spoke to the request of an in-kind grant donation of space for monthly meetings. Ms. Woods provided background information and explanation of the organizations purpose, mission, and spoke to fundraising initiatives and donations for the organizations.

Leonna Woods, Victoria Hall Volunteers, provided an overview of the grant application and spoke to the nature of the request. Ms. Woods highlighted the fundraising initiatives led by the organization, operating costs, programming and the usage of Victoria Hall for meeting space.

Dora Body, Cobourg Ecology Garden, provided information regarding the grant application and spoke to the rationale for the request. The presentation highlighted a review of the 2022 activities, community initiatives, and a review of the organizations operating budget

Maria Papaioannoy provided a brief overview of the organization and highlighted the programs and activities offered. The presentation highlighted the organizations operating budget and the rationale for the request for an in-kind grant of the usage of space at Venture 13.

Suzanne Lawson provided information regarding the grant application and spoke to the rationale for the request. The presentation highlighted a review of fundraising initiatives for the restoration of the bell tower and roof.

Mary Dunphy  provided information regarding the grant application and spoke to the rationale for the request. The presentation highlighted an overview of the organizations activities.

Ashley Bouman provided information regarding the grant application and spoke to the rationale for the request to fund an annual event. The presentation highlighted the organizations activities noting the office opened recently in Cobourg.

Bob Bates provided an overview of the grant application and spoke to the request for an in-kind grant for parking passes along the property of the lawn bowling club which would be provided to those attending the club.

After a question and answer period, B. Arthur was dismissed at 6:45 PM

Sue Hochu, Northumberland Oral Health Coalition, provided information and overview of the organization and spoke to the grant application submitted. The presentation highlighted the activities and oral care provided to the community.

Lesley Myers and Riley McKernan provided an overview of the grant application and spoke to the request for an in-kind grant for usage of the Concert Hall. The presentation provided an overview of the organization, programming, and activities.

Michael Pepa provided background information and overview of the organization. The presentation highlighted the rationale for the grant, revenue, and upcoming events.

Carrie Jeffrey provided an overview of the organization and spoke to the rationale for the grant request to assist in upgrading equipment at their command post.

Marie Narini provided an overview of the organization and spoke to the rationale for the grant request to assist in funding of a show featuring a prominent pianist.

Joel Varty provided information regarding the grant application and spoke to the rationale for the request for an in-kind grant to help with staging. The presentation highlighted a review of the activities and a review of the organizations expenses.

Deputy Mayor Beatty explained the next steps regarding the review and approvals of the 2023 Municipal Community Grant Applications and the 2023 Budget Deliberations upcoming.
